Hong Leong Properties Pte Limited (Registration No. 197300983H, Housing Developer’s Licence No. C1458) is the developer of record for Newport Residences (铂海峰), the 246-unit freehold residential component of Newport Plaza at 80 Anson Road, Singapore 079907, in District 2 of the Core Central Region. The tenure is an estate in perpetuity, which is the legal form freehold takes in Singapore, held on Lot Nos. 595K, 596N and 950A, all of Town Subdivision 3. The site area is 5,091.2 sqm, or 54,802 sqft. The company is a wholly-owned subsidiary of City Developments Limited.

The site at 80 Anson Road was formerly occupied by Fuji Xerox Towers, and its redevelopment as Newport Plaza produced the first freehold mixed-use development approved under the Urban Redevelopment Authority’s CBD Incentive Scheme. That scheme exists to encourage owners of older Central Business District office buildings to redevelop them into mixed-use schemes carrying a residential component, and the incentive it grants takes the form of a plot ratio uplift. At 80 Anson Road the uplift produced a gross floor area increase of approximately 25%, bringing the development to roughly 655,000 sqft across a single 45-storey tower of approximately 215 metres. It is the reason a site of this size supports 246 apartments alongside eight floors of Grade A office at Newport Tower, thirteen floors of serviced apartments and restaurants at street level, and the reason the apartments begin at Level 23 rather than at the podium. Unlike a number of comparable new launches structured as multi-party joint ventures, Newport Plaza sits entirely within a single corporate group. The residential component is developed by Hong Leong Properties Pte Limited; the shops and restaurants are owned by CDL Pisces Commercial Pte. Ltd. (Registration No. 202130507R) and operated by CDL Asset Management; and the serviced apartments sit under CDL Pisces Serviced Residences Pte. Ltd. (Registration No. 202130519K). All three entities are within the City Developments Limited group, and there is no outside joint venture partner anywhere in the structure. For a buyer, that means one group, one balance sheet, and one construction and sales timeline across all four uses in the building.

For the residential component, Nikken Sekkei Ltd is appointed as design architect and ADDP Architects LLP as principal architect and project interior designer, with EcoPlan Asia Pte Ltd as landscape consultant and Woh Hup (Private) Limited as builder. The project account is held with United Overseas Bank Limited, Singapore, Account No. 451-314-468-1, in the name of Hong Leong Properties Pte Limited, which is the statutory protection every uncompleted Singapore private residential purchase carries. Three things are worth understanding before that is read as a promise. It is a firm-level track record across the developer’s completed work, not a score awarded to any single development. It reflects a rolling six-year window of completed projects rather than the company’s whole history. And a development that has not yet reached Temporary Occupation Permit has no band of its own, because CONQUAS is assessed on completion: the portal currently records Newport Plaza as under assessment, with Woh Hup (Pte) Ltd as builder and ADDP Architects LLP as architect.

Beyond its contribution to the skyline, CDL has shaped Singapore’s built environment through its sustainability practice. Working to the principle of “Conserve as we Construct” for over two decades, the group has pursued innovations that improve resource efficiency and productivity on site. It holds 123 BCA Green Mark certifications for its developments and office interiors, making it one of the leading private developers by number of BCA Green Mark Platinum awards since the scheme launched in 2005. In line with the SG Green Building Masterplan’s 80-80-80 goals, CDL has committed to achieving Super Low Energy Building standards for 80% of its owned and managed buildings by 2030.

That commitment is directly visible at 80 Anson Road. Two of the group’s developments set that benchmark separately. Newport Plaza took Singapore’s first BCA Green Mark Platinum Super Low Energy certification for a residential building, and the first for a mixed commercial development combining serviced apartments, offices and retail, awarded in 2021. Copen Grand Executive Condominium took the first for an Executive Condominium. In practice that certification covers a facade designed to reduce solar heat gain, deep recessed balconies and horizontal metal canopies shading the interiors, energy-efficient air-conditioning in every residential unit, a solar photovoltaic system sized to replace 30% of the energy used by selected residential common areas, low volatile organic compound paints on internal walls, a pneumatic waste collection and disposal system, electric vehicle charging stations, and landscape replacement across the development exceeding 100% of the site area. CDL received the Quality Excellence Award, Quality Champion at the Building and Construction Authority (BCA) Awards in 2022, marking a decade of consistent performance in delivering homes and commercial spaces. It placed 39th in the 2025 Global 100 Most Sustainable Corporations in the World by Corporate Knights, and appears on the CDP A List, MSCI ESG Research, the Bloomberg Gender-Equality Index (GEI) and Sustainalytics.

The Design and Delivery Team Behind Newport Residences

 

Nikken Sekkei Ltd is the design architect. Founded in 1900, it ranks among the largest architectural practices in the world, drawing on in-house planners, urban designers, architects, engineers and landscape specialists rather than assembling a team per project. Its built work includes Tokyo Skytree and the Shanghai Greenland Centre. For a 45-storey tower stacking four different uses in one structure, that breadth of in-house discipline is the relevant capability rather than a residential portfolio alone.

ADDP Architects LLP is principal architect and also project interior designer, with more than 35 years of work in Singapore behind it, including Avenue South Residence, Martin Modern and New Futura. Holding both roles puts the interior specification and the building fabric in the hands of one practice, which is worth noting in a development where the four sky gardens are carved out of the residential floorplate rather than bolted onto the outside of it.

Woh Hup (Private) Limited is the main contractor and EcoPlan Asia Pte Ltd the landscape consultant. Across the development as a whole, landscape replacement exceeds 100% of the site area, which is one of the items behind the project’s BCA Green Mark Platinum Super Low Energy certification.

The design idea running through the tower is what the architects call cascading gardens: a stepped sequence of roof terraces, sky terraces and sky gardens carved into each component of the building, so that the offices, the serviced apartments and the apartments each get their own greenery rather than sharing a single podium deck. The residential expression of that idea is the four sky gardens at Levels 25, 29, 37 and 41, plus Club Vista at Level 34 and the Newport Sky roof garden at Level 46.
